In 1999, the Public Art Fund published its first artist book, Looking
Up: Rachel Whiteread's Water Tower, to document the artistic
process of Whiteread's first public art project in New York City.
In 2001 with a grant from the National Endowment for the Arts, the
Public Art Fund expanded its publications program to include artist
catalogs featuring selected works commissioned by the Public Art
Fund.

Co-published with Merrell, this 256 page full-color book documents
49 contemporary art projects presented by the Public Art Fund
from 1995 to 2003. Plop explores the diverse ways in
which artists have created dynamic, inventive and participatory
art experiences for New York City's urban landscape.
